Just so you know, we are in the process of revamping a lot of materials, as well as attempting to make it easier find the information you are looking for. It is difficult to find what you need, when you need it, and also hard to make what people need available to them; vicious cycle.
To answer your question; yes the SAP API Management FAQ is currently correct, we have a number of landscapes carved out for Partners and Customers who are actively interested in SAP API Management on HCP, to create a POC. In order to get this set up, one would speak with their AE, account rep, Partner Manager, etc. to request that one of these environments be configured for a limited-time trial.
To answer your other very valid question, I won't get into too much detail, but I will say that the reason that SAP API Management has not been available on the HCP Trial accounts was due to some technical restrictions on self-servicing. These are being ironed out as we speak, and I don't want to spoil any surprises that the team has planned, but I will say keep checking this space for updates on that subject!
In the meantime, you may have already seen that SAP API Hub (Beta) has been made available on HANA Cloud Platform Trial. This is, more or less, SAPs public facing Developer Portal (the Developer enablement portion of SAP API Management), containing pre-defined APIs exposed via SAP API Management. The content exposed here is expected to grow, to include more and more sample and productively useful materials for Customers and Partners to consume and build on top of. While waiting for other news, I highly recommend going through the How to use SAP API Hub (Beta) blog by Holger Bruchelt to get some direct experience with APIs exposed by SAP API Management.
