Process or Production orders are created for material you want to manufacture or assemble. If you check logically, A finished product may have multiple semi-finished materials. So In order to manufacture a header material (FERT) you need to have inventory of semi finished material too. Now, this semi finished material (HALB), if manufactured in your facility needs Production / Process order too.
So to answer your question in short, Yes, you can create Prod / Process orders for FERT & HALB both, subjected that you maintain Work scheduling view in Material Master of both material types and other master data as suggested by Amit in above reply.
