Can we implement grc 10 ara arq without brm

Hello Experts,

I have a basic query,

1. Can we implement ARA, ARQ, EAM without BRM in grc10.

Since ARQ requires roles and in the roles we maintain landscape, provisioning allowed etc. If it is YES then how can we handle ARQ and the roles while provisioning requests.

2. Without migration tool, how can we do migration from 5.3 to 10. It is through Export of Files. I have downloaded the ARA files from 5.3, how can we covert the format of 5.3 files to 10 files. Is there any program to convert the exact format to 10.
