Hi,

You need to create communication arrangement from the Administrator work centre using the communication scenario.

But , as you stated communication scenario is not visible , to make it visible follow the below steps:
Activate the solution if not yet done,
Enable the solution,

Scope the solution.

Note: In production tenant Communication scenario won't have "(Patch)" as suffix in it's name.
