Use below condition:

SELECT DISTINCT  PA0001~PERNR

     FROM  PA0001 INTO  TABLE PERNR_IT

              where begda LE '<enddateofmonth>'  and endda GE '<begindateofmonth>'.

Pass date in yyyymmdd format, you will get all records valid for that month.
