1. I agreed with Guru Saran, there is no way to do that. You can snapshot the data and then copy-paste on your current excel on dashboard design tool. You can format your data on your spreadsheet but the data will be replaced by the data from the query once you launch the dashboard. Or You can format the data using properties-->appearance-->Text on your selected component to visualize your data.
2. Yes, you can change the Query design from BW or you can change the filter on your Bex query as you need.
